ABSTRACT

Historically, development of the U.S. education system has followed a common sense progression. During the first phase, during the colonial days and up to the 1800s, emphasis was on designing and putting into place a network of schools-primary schools, secondary schools, private fouryear colleges and public universities, graduate schools, and community and junior colleges-that provided education for all, as well as a hierarchy of administrators to manage the network.
