ABSTRACT

Development policy is the general term used to capture the dynamics and the processes of purposive change focused on creating the conditions for economic growth, technological change, and human development. There is growing consensus that although economic growth centered in markets and measured in terms of increases in gross domestic product (GDP) is indispensable, it is not a sufficient condition to bring about improvements in the human condition in such a way that human development can occur. Although the human development concept embraces numerous different indices, it is generally defined as the process of enlarging people's choices in terms of securing human rights, guaranteeing their basic necessities, and enabling them to improve the quality of their own lives.
