ABSTRACT
Information and communication technology, in particular the Internet, has benefited global society by enabling unfettered dissemination of, and access to, information on a scale previously unknown to mankind. At the same time, this technology has created challenges to the enforcement of existing regional norms, pitting the value of freedom of speech (and of information) against other equally important values, such as the protection of human dignity.
