ABSTRACT

Public organizations need to rethink their traditional structures and reward systems to recruit, attract, and retain talented employees. Today's employees seek to be challenged and want to be provided with opportunities for skill building, a rewards system based on performance, and autonomy to complete work assignments.[1–3] Many job seekers have an expanded view of public service; they define public service as work that provides a tangible benefit to society. Today, Americans are willing to move across the government, private, and non-profit sectors.[4,5] Some of the common criticisms of working for the public sector are time-in-grade requirements, lower salary, and lack of variety in assignments.
