ABSTRACT

Performance measures are numeric indicators of activity integrated into government budgets and other planning documents to help ensure accountability and establish the link between resources and results, in theory. Many state governments have implemented performance measurement systems.[1,2] The critical aspect of performance measurement is the selection, definition, and application of appropriate measures of government activities, such that the quantity, efficiency, and effectiveness of service delivery efforts may be accurately documented. Creation of a performance management system entails much more than merely identifying performance measures.
