ABSTRACT
Policy change refers to a significant departure from past policy, which may be defined as whatever decision making organizations chose to declare and implement. Policy changes have enduring qualities, by which they can be distinguished from routine decision-making. Examples could be drawn from business, religious, or other organizations, but public policy and public administration refer to what governments say and do over time, and the examples of policy changes that follow are drawn from U.S.
