ABSTRACT
The public policy-making process is shaped by formal and informal institutions, rational actors positioned by values, and issues derived from the decision-making context. Local policy making follows this model and, as such, is quite distinct from state and national policy making. This essay explores each of these constructs to shed light on the process and products of local policy-making efforts.
