ABSTRACT

"Economic development" and "globalization" are the two catch phrases for this era in capitalist history. However, globalization is a relatively new term, and until recently its discussion domain has been limited to circles of professional economists, policy theorists, and senior public and private executives at national and international levels. However, among economic and policy practitioners at other levels of government (e.g., province, state, or local level), concerns about economic development arose long before the globalizing forces that now make development in their jurisdictions more of an imperative than ever.
