ABSTRACT

Public authorities are often labeled oddities because of their quasigovernment approach to delivering services. They function outside the normal framework of government and are sometimes not counted as units of government by the census bureau.[1] These ad hoc agencies are hybrids of public, nonprofit, and private organizations. They typically share some characteristics of general purpose governments (such as cities and counties), yet stand unique and separate in their own respect because they are utilized to finance, develop, and operate revenue-producing facilities and services.
