ABSTRACT
Health care in America has undergone tremendous changes since the 1980s and continues to change. Rural areas are still struggling with inequitable payment systems for services, instability of many small rural hospitals, continued shortage of health care professionals, and low population density to support many needed services and managed care systems. Thus, the health care needs of rural residents are still not being met at the same level as those in more urban areas.
