ABSTRACT
The science of administration can be characterized as the systematic or methodologically guided attempt to describe, understand, and/or explain the workings of administration. Administration concerns the mobilization and organization of men and materials to develop and execute specific social goals (i.e., policies). This description can be further specified by indicating that the science of administration is concerned with public administration.
