ABSTRACT

President Reagan first introduced Enterprise Zones in the United States in his Urban Jobs and Enterprise Zone Act of 1980. Congressional interest, debate, and legislation concerning EZs continued over the years, but no federal EZ program ever materialized.[1] But, state officials loved the idea of building political capital by providing unbudgeted financial assistance to underdeveloped communities.
