ABSTRACT
There are compelling reasons for state officials to innovate with policies and programs. We need alternatives, new ways of managing government agencies and delivering public services, because many traditional and ongoing programs are not working as well as they should. Moreover, the public expect state policy makers and administrators to initiate creative policies and programs.
