ABSTRACT

Transportation policy is a broad category of public policy, comprising those plans, programs, and actions of all levels of government concerned with the movement of goods and people. Transportation policy goals are numerous and varied. They include the safe and efficient operations of all modes of transportation; the provision of infrastructure, such as highways, ports, airports, and bridges; regulation of private sector businesses performing transportation functions in society; advancement of science and technology to improve transportation systems; collection of data to measure performance and guide policy formation; measures to secure transportation facilities and operations from the threat of terrorist activity; and the integration of transportation programs with programs in such areas of policy as the natural environment, urban space, parklands, energy usage, and agriculture.
