ABSTRACT

Chapter Objectives This chapter introduces readers to the subject of protests. As might be discerned by the term, protests are a phenomenon not welcomed by state and local government agencies. Therefore, legitimate measures for preventing protests are explored. However, despite the implementation of well-conceived measures to prevent protests, state and local agencies almost invariably receive at least an occasional protest from contractors that believe the contractor selection process is flawed or that one of their competitors was otherwise improperly selected for award of a contract that should have been awarded to their company.
