ABSTRACT

This chapter presents associations between substance misuse, mental health problems, e.g., post-traumatic stress disorder or neurodevelopmental disorders, and offending. NHS England is responsible for commissioning healthcare provision and substance misuse services for young offenders in the secure estate, who are ordinarily resident in England, with the exception of emergency services. The Center for Behavioral Health Statistics and Quality noted that substance use which started before adulthood was far more likely to lead to later drug dependence. D. Regier et al. identified that 47 per cent of people who had schizophrenia and 60 per cent who had bipolar disorder also misused substances during their lifetime, compared with 16 per cent of the general population. The Ministry of Health in New Zealand reported a 16 per cent incidence of untreated physical health problems among young offenders in an institute in South Auckland.
