ABSTRACT

Sustainable Development Goal 16 was meant to encourage a philosophy of development grounded in peace, justice, human rights, and inclusive, equitable, and strong societies, but it has so far not made its mark. Climate-induced war is a reason for governments to take global warming seriously. Since climate change will make some areas uninhabitable, many will migrate to towns or cities in their own country. The disarmament agenda outlines practical measures across the range of disarmament issues, including weapons of mass destruction, conventional arms, and new weapon technologies. In 2004, the United Nations (UN) Department of Political Affairs and UN Development Programme (UNDP) cooperated to create conflict prevention initiatives to operate in the field, via the Joint UNDP-Department of Political Affairs Program on Building National Capacities for Conflict Prevention. International law, starting with the UN Charter, places several major obligations on states in regard to what are key to prevention—respect for and protection of human rights.
