ABSTRACT
Participation should not be so late in the life of an issue that it is tokenistic, or merely confi rms decisions already made. The timing should occur when affected people have the best chance of infl uencing outcomes. People should be provided with suffi cient time to express their views and to become involved in subsequent decision-making.
