ABSTRACT

Alternative thinking about the problem of maintaining and preserving peace among nations begins with the observation that traditional approaches have not proved very successful and that something different is needed. The original intention behind the Security Council mechanism within the United Nations was that it too would serve as a key component in a conflict resolution system. The intent was that any nation that failed to use the mechanisms of orderly diplomacy and international law to resolve some dispute and instead pressed claims to the point of threatening war would become the subject of Security Council attention. The possibility of peaceful invasions by groups not organized or directed by a national government is an interesting example of action at a level below the nation-state. Humanity needs a way to resolve its serious conflicts, and war is unlikely to be abandoned until another and more acceptable way of coping with severe conflicts is developed.
