ABSTRACT
The traditions of friendship between the Azerbaijani and Armenian peoples that have been built up in the years of Soviet rule must be cherished and strengthened in all their aspects. Only such an approach corresponds to the genuine interests of all the peoples of the Union of Soviet Sovereign Republics. The situation in Nagorno-Karabakh is becoming more complicated, and is assuming a politically serious character. The actions and demands, oriented to the review of the existing national-territorial system in this region, contradict the interests of the workers of the Armenian and Azerbaijani Soviet Socialist Republic (SSRs). Gorbachev, General Secretary of the CPSU Central Committee, to the working people and the peoples of the Azerbaijani SSR and the Armenian SSR and by the Party and state documents adopted in connection with events in and around Nagorno-Karabakh, documents which set forth, most responsibly, direct answers to the questions that have arisen.
