ABSTRACT

The political report rightly criticizes serious shortcomings in the activity of the Kirgiz Communist Party Central Committee. Indeed, through the fault of the Central Committee leadership, the role of plenums and of the Bureau and Secretariat was belittled and there were violations of Leninist principles of cadre policy and collegiality in work. The pernicious style, the distortions in the selection and placement of cadres, and the divergence between word and deed inflicted the most serious damage on people’s education and resulted in great turnover among personnel on the Party vetting list. The leaders of a number of ideological institutions and certain secretaries of Party committees, including the republican Communist Party Central Committee, were dismissed for abusing their official position and for shortcomings at work. In Kirgizia, a lopsided development of the economy has emerged, with an emphasis on mining and raw-material sectors, which has a negative effect on the formation of the budget and on the solution of social problems.
