ABSTRACT

Measures must be implemented to overcome the cultural and social isolation of the non-Latvian population of the Latvian Soviet Socialist Republic (SSR). Support of all kinds must be given to the formation in all of Latvia’s national groups of a sense of being patriots of their republic and to their organic fusion into Latvia’s culture. The Latvian SSR Supreme Soviet must be asked to monitor more effectively the activity of the Ministry of Internal Affairs, KGB, the army, navy, and border troops affecting the republic’s legal interests. In order to analyze, broadly discuss, and practically realize the Latvian right to sovereign national self-determination, it would be practical to unite the efforts of separate individuals and groups. As the legal foundation for the movement, we offer the United Nations Universal Declaration of Human Rights, the Latvian SSR Constitution, the 2 November 1917 declaration of rights of the Russian people, and the 11 August 1920 peace treaty between Latvia and Soviet Russia.
