ABSTRACT

The People's Republic of China (PRC) present program of military modernization has two prime objectives: first, the reevaluation of the political and military doctrines the PRC had adhered to for the last thirty to forty years and, second, the upgrading and improvement of its military personnel and technology. In May 1982, military exercises involving missile-launching tests and strategic nuclear bomb tests were staged in the Ninshia area near Beijing. The PRC has always been deeply concerned over the Soviet occupation of Mongolia and the territories along the Sino-Soviet border. The Chinese air defense network, comprising about 1,500 air defense radars and 4,500 anti-aircraft guns of various makes, is capable of defending only a few vital areas. On the contrary, the PRC has been taking full advantage of US Chinese policy to obtain Western military technology and economic aid as well as using the United States as leverage in its negotiations with the Soviet Union.
