ABSTRACT

This chapter aims to complete the analysis of the public enterprise sector (PSE) in Pakistan; and offers some suggestions for policy changes that might enhance the role played by public enterprises in the economic development of Pakistan. It presents a review of the assumptions about the public enterprise sector. The chapter focuses on the salient issues confronting the Government of Pakistan and its public enterprises-issues which if not resolved will continue to encourage the Government of Pakistan and its PSEs to react to environmental changes rather than to anticipate them. It considers the assumptions as modified by the research results and the analysis of the issues confronting the government regarding its public enterprise sector form the basis for a series of policy changes that government. The issues confronting the Government of Pakistan include its relations with its public enterprises; public enterprise autonomy; the structure, organization and financing of the PSE; and alternatives to the status quo.
