ABSTRACT
The author catalogs public land issues related to energy goals, alternative land uses, management of exploitation, land reclamation, government interaction, and public participation. Fossil fuel resources and royalties are discussed. Problems associated with "fair market value" and other aspects of energy leasing and management efficiency are also reviewed. Prescriptions for public land leasing adapted to the individual characteristics and institutions of each energy form conclude the paper.
