ABSTRACT

A charter purpose of Disarmament agency was to plan for peace, and in a very short time, the few peace planners there produced a remarkable number of studies and proposals, which came to be known as Economic Conversion studies. The logical and rational way to meet this need is to direct federal monies from the military into civilian business and industry through planned Economic Conversion. Whenever military production goes into a community, or a military base is located in a community, then those local communities and school districts receive some special federal assistance to help pay for additional public services caused by the military production. The core concept in Economic Conversion is that whenever, wherever and for whatever reason military production ceases or is transferred from one locale to another, then a plan for alternative civilian production will automatically be implemented in the impacted facility and community to replace the lost economic activity with socially useful production.
