ABSTRACT

This chapter examines the potential market for Mexican provision of services to US citizens in retirement living facilities and arrangements for the elderly. It discusses the size of the US market and levels of both current and prospective government expenditures in a number of areas such as nursing homes, veterans' health care, and programs for the mentally retarded, the chronically mentally ill, and other severely ill patients such as the head injured and Acquired Immune Deficiency Syndrome sufferers. The chapter describes some of the licensing and certification issues that are likely to arise, as well as some other areas, such as prisons, in which contracting between nations might be feasible. There is a range of services in the United States that are funded in whole or in part by government agencies on behalf of citizens as an entitlement or as a governmental function. Federal, state and city governments contract with a broad variety of private agencies for health and human services.
