ABSTRACT

This chapter discusses the values framework, and the values as revealed in the historical review. It reviews values within three categories, those expressed: through the Popular Media; By Advocates, Concerned Scientists, and Congressional Figures; and through Congressional Action. The chapter describes similarities and differences among these three categories and aims to compare the values revealed in the historical review with the framework. In a number of studies, researchers have attempted to incorporate ethics and morality in regulatory decision-making for health by establishing "moral rules". The chapter addresses the ethical and moral basis of the responsibilities of government and corporations. It examines the particular insights gained from the works of John Rawls, John Ladd, Russell Ackoff, and Peter Bertocci. These individuals provide key insights for constructing the value framework. The approaches to ethics and morality can provide a general values framework but are not related specifically to the value of health.
