ABSTRACT

This chapter assesses the capabilities of the Western Alliance members to maintain the security of the seas against increasing threats from the naval forces of the Soviet Union and its client-states over a range of possible confrontations. The threats perceived are evaluated within the contexts of differing naval backgrounds and objectives, dissimilar strategic doctrines, various conflict scenarios, and evolving naval technology. The foregoing permits a general assessment of Soviet and Alliance naval capabilities across the spectrum of potential conflict for each of the seven categories of scenarios outlined. Expansion of Soviet influence and control in other countries often occurs when an anti-Western, insurgent regime takes over. Combined with other elements of Soviet political, economic, and military power, naval and maritime support has played a crucial role in the achievements of many revolutionary movements. The chapter presents general assessments of opposing capabilities across the gamut of naval missions.
