ABSTRACT

In May of 1963, the Government Directors-General Committee reached a decision to set up a joint local council for Maalot-Tarshiha. In January, 1965, the Ministerial Committee for Dispersion of the Population decided that Maalot-Tarshiha would be planned as a single settlement with the aim of creating physical continguity between the two of them. The council head, in accordance with the decision at its inception in 1963, was to be from Maalot with one of the deputies to be from Tarshiha. A wide disparity is evident between Maalot and Tarshiha in the quantity of facilities serving early childhood. Tarshiha is the only Arab locality in the country included in Project Renewal, a consequence of its partnership with Maalot in a joint local council. The tremendous activity in the field of social welfare, education, and culture that takes place in Maalot with the funds of this project is unknown in Tarshiha.
