ABSTRACT

This chapter draws on the problems of physical and mental disability in general, and focuses on the question of the welfare services provided to the handicapped and more particularly on rehabilitation services. In the Department of Welfare Services there are case histories of 49 cases of defects and physical disabilities and another 31 cases of mental retardation. The goals of the mental health services are the treatment of persons suffering from mental disturbances; counseling and guidance for professionals and for the families of those suffering from mental disturbances; and preventive action and early detection — in coordination with the general health services. The Ministry of Health provides rehabilitation services via the Sheba Medical Center. The shortage of rehabilitation institutions also provides a reason for the lack of activities on the part of the Ministry of Welfare and the Ministry of Health.
