The short-term considerations of the immediate post-war five-year plans have been mentioned; the policy of these plans to rebuild rapidly the productive capacity in the west of the country led, in a sense, to the present problems faced by the industry of production being scattered around many small mills. In 1940 a little over half of the country's sawn timber was produced in the lightly forested areas with the most significant production being in the Ukraine and the Central Region. Sawmilling is a very important user of timber, taking nearly two-thirds of the output of useful timber from the country's logging concerns. The manufacture of plywood has a long history, and its production in Russia began at the end of the nineteenth century. The location of plywood manufacture has not really altered radically since 1960. The main sources of wood however, between 65 and 67 per cent, comes from the use of low quality wood and 'firewood quality' timber.
