ABSTRACT

The necessity to define protective forestry and to impose special laws on their use has long been recognised in Russia. One area of potential supply of cellulose is stumpwood - that is the volume of wood left in the ground after the tree has been felled. As the emphasis on full tree extraction increases the tendency is for some authors to talk about total biomass extraction and utilisation. Along with the consideration of stumps comes the idea of the use of crowns and small-sized branchwood in the timber processing industries. The opportunity cost of exports will increase as the domestic supply becomes ever more constrained and there will be pressure to divert supplies from international trade to the internal market. Panel product exports from the Soviet Union are directed almost entirely to Europe and only a little goes to North America. The effectiveness of substitution of sawn and round timber by panel products will depend on relative prices.
