ABSTRACT

As the first European Security Study report stressed, North Atlantic Treaty Organization (NATO) Command, Control, and Communications need to be improved in order to realize the full benefits of the other recommendations. The major requirements for both NATO and the higher levels of national commands are: flexibility and survivability of the overall structure and the individual command, collection, and support centers and assuring dissemination of critical information over assured high-speed communications. It also includes assuring that information at the headquarters can be processed rapidly and in a form directly usable for rapid decision making by appropriate commanders, achieving improved readiness. The lessons learned should be examined by appropriate NATO and national commanders and their staffs for potential adaptation for enhancing the survivability and mobility of the major commands. NATO should carefully examine these possibilities for its major headquarters. NATO communications are partly autonomous and partly make use of leased national communications.
