ABSTRACT

Seed stores the highest genetic potential that science can develop and is a vital ingredient in modern agriculture. Seed is programmed, like computers, to hold and give back specific characteristics. Most successful seed programs have developed from small beginnings. Seed program development requires sustained priority and attention if long-term goals are to be achieved. The seed supply pipeline must be recognized as important at the policy-making level when development plans are made and implemented. The agricultural strategy of most countries involves rapidly increasing production and yields of crops. The scope of the study, arid therefore the amount of effort required, depends on the level of development of a country's agriculture and seed-related activities. The nation's agricultural development strategy should be examined to determine the dependence of its components on seed supplies and the provisions made for ensuring needed seed supplies. Development and agricultural policies can limit seed production, supply, and use as severely as technical, financial, and personnel deficiencies.
