ABSTRACT

National capabilities of various kinds in shipping will serve as indicators of the national concern for international efforts at coordination of maritime affairs. Theoretically, the larger a nation's capabilities in shipping, the greater will be its concern with the deliberations and actions of Intergovernmental Maritime Consultative Organization (IMCO). A further breakdown of the profile of each country's delegation was made. Each delegate was classified into one of more than seventy categories according to his position and title within his country. The more than seventy categories were collapsed into ten generic types and the number of Delegate Participation Units for each type within every country's delegation was computed. Observation of the frequency of participation of different types of delegates over all member countries confirm the predominance of technical experts within IMCO negotiations.
