ABSTRACT

Technology exports of any nation are generally a function of its technological creativity. To get the most comprehensive picture of the CMEA technological potential we shall examine a set of input and output indicators. Input indicators reflect the effort devoted to the scientific and technological activities. Most of the expenditures were borne by the Soviet Union which accounted for about 2/3 of the total CMEA research and development (R&D) outlays. CMEA share in worldwide R&D outlays seems to be pretty constant although, in recent years, some signs of its erosion may be detected. According to the figures supplied by the CMEA secretariat the total employment in R&D sector in the CMEA countries amounted to 3,7 million employees in 1970 and the CMEA countries increased by 1980 to about 5,4 million, indicating that over 60% of the world total R&D personnel was employed within CMEA.
