ABSTRACT

This chapter examines different strategies adopted by Hindustan Machine Tools (HMT) for acquiring technology. The policies and strategies adopted by HMT for the purpose of acquiring technology have to be seen in the context of its being a public enterprise. The context introduces HMT into the total framework of the political system in which Parliament and Government play a dominant role. HMT has adopted four broad strategies for the acquisition of technology from developed countries. They are: Broad-based joint venture projects for the initial establishment of the industry, selective purchase of the technology through a system of licensing by entering into collaboration, acquiring technology by bulk purchases of machinery, and joint development and cooperation. The strategy of acquiring technology through bulk orders was resorted to only under special circumstances. Another area HMT has attempted joint development is for developing NC control systems, with Bharat Electronics and Electronics Corporation of India.
