ABSTRACT

This chapter identifies Hindustan Machine Tools (HMT) relations or interactions with the enabling system at two levels. Level one relates to HMT’s relations with the parent ministry, which in this case is the Ministry of Industry. The HMT-Ministry of Industry relationship can be divided into four phases: the pre-Mathulla phase, the Mathulla phase, the Patil phase, and the post-Patil phase. Public enterprises identify projects and proposals for investment in consultation with the Planning Commission, the parent ministry, Bureau of Public Enterprises, and the Finance Ministry. Director General for Technical Development is a technical organization with the responsibility to regulate the issue of licences under the Industrial Development and Regulation Act. A crucial role within the enabling system is played by Parliament, and the Committee on Public Undertakings. Parliament exercises its control on public enterprises like HMT by requiring them to submit their annual reports and to provide the information with which to answer questions in Parliament.
