ABSTRACT

This chapter focuses on the realization process for other US programs in Southern Africa is subject to similar analysis. The programs are divided into three categories, Food Aid, Humanitarian aid, and Commercial Aid. The chapter describes the realization process was examined for the Southern African programming of three foreign assistance programs – Food, Refugee and Disaster Assistance – and three commercial assistance programs – Housing and Investment Guarantees, and Export Supports. The Director of the State Department's Office of Congressional Relations himself believed that Mozambique was not receiving Title I foods during its proscription under the Foreign Assistance Act. The primary Government-to-Government programs involved in the increase of Title II assistance in FYs 1978 and 1979 were those in Angola, Mozambique and Zambia. The role of the Assistant Secretary of State's office in ending the internal State Department debate on refugee education brings a welcome hint of structure to the realization process.
