ABSTRACT

Various sets of factors are identified in the literature and interviews which played a role in development process of program expansion. They were ideology, political pressures from the people, budgetary constraints and foreign aid, individual motivation, lack of strong opposition, bureaucratic pressures, and the Communist threat. A sound program of community development with both widespread participation in decision making and benefits to all major caste groupings in a block of villages, might require three or four generations. The Center idea was that the community development funds were just the nucleus and the normal funds of departments would flow into projects. Instead of that the States thought the community development blocks were separate entities and would be fed by central funds and the departmental funds would be concentrated in non-community development areas.
