ABSTRACT

Sino-Japanese relations were mediocre for several reasons: the privileged relations between America and Japan, the existence of normal diplomatic links and well-developed trade exchanges between Tokyo and Taipei, and the fact that, legally, Peking and Tokyo were at war with each other. On February 5, 1958, North Korea, supported by the whole socialist bloc including China, took the initiative and proposed the withdrawal of all foreign troops from South and North Korea. Chou En-lai went to Pyongyang on February Hand on February 19 a joint Sino-Korean communiqué announced that all Chinese troops would gradually leave North Korean territory before the end of the year. Burma, like Cambodia, afforded excellent proof of the Chinese desire to establish good understanding between their country and those neighbors who professed neutrality. In Vietnam, where the main problem was reunification, the Chinese had no choice but to support Pham Van Dong's proposals on March 7,1958, in Saigon.
