ABSTRACT

Soviet expansionist policy, in selecting the areas for extension of its influence and power, often determines the major US undertakings in this type of activity. In such instances, the United States is faced with the decision of whether or not to play a more positive role in the affected area. Cold war developments increased the importance of political stability and orientation of the so-called developing nations in the minds of US policymakers. The extension of Soviet policy beyond its periphery impacted on the problems facing US policy. Relationships that develop in the course of shared political experiences have lasting qualities. One special area of activity is propaganda, which is related to political action although properly considered a distinct specialization. Under the Reagan Executive Orders, Central Intelligence Agency has been designated the sole executive agent for the government in Covert Action/Special Activities, except in the event of declared war or specific presidential action to the contrary.
