ABSTRACT

The party apparat—the aggregate of party apparatchiks or system of party secretariats and machinery—is the most important power instrument of the party leadership. All party organizations and institutions come under its authority, and it is with its apparatchiks that members and functionaries most frequently come into contact. The nature of the party apparats work calls for an organizer, a politically experienced and obedient official for whom implementation of guidelines has become simply a routine. The strongest social motive is the fact that most functionaries have attained a higher standard of living through the party apparat than they would ever have otherwise had. The substance of the party apparats work in the region fits its role as transmitter from central headquarters to the districts and back. The power group and its apparats consider journalists, producers of culture, and social scientists as “their” subordinate employees and the institutions in which they work as their detachments.
