ABSTRACT
The party apparat carries out decisions of the power group and conducts political campaigns. It also implements its own guidelines and instructions through the party aktiv. The aktiv plays an indispensable role within the party as its activity depends heavily on the capabilities, will, and determination of the aktiv. The power group regards the aktiv as the principal voice for the opinions and interests, not only of functionaries, but also of the party membership as a whole. The party aktiv is an aktiv of the party apparat, an extended arm of its departments, sections, and officials. Preparation of the aktiv to carry out its mission consists of systematic education, provision of information, familiarization with its current tasks, and organization of its activities. The aktiv is informed about the significance of the elections, the party apparat prepares a schedule and a concrete plan for propaganda and agitation.
