ABSTRACT

The communist party, as the nervous system of a power monopoly, is an organism made up of chain of links of power and the powerless, containing hidden as well as publicly-expressed differences and conflicting interests and opinions. The party’s internal life is guided by routines and long years of experience, generally called “the principles of construction of a party of the Leninist type.” The point of departure for all changes carried out and proposed was the new position of the party in society and in the power system. The new social position of the party was manifest in several ways in its internal life. It opened itself up to control by the populace and began to implement effective control of higher-level organs and officials by lower levels and by the membership. A reorganization of the party apparat was in preparation that would have made it deal primarily with the party’s internal life and preparation of political decisions of party organs.
