ABSTRACT

This chapter presents the procedures and the attendant problems that are involved in obtaining the space resources and the potential impact that changes therein can have on the future of satellite communications. When communication by satellite became feasible, the International Telecommunication Union (ITU) took over the role of providing a forum for countries to draw up the standards and regulations necessary for this new technology to be incorporated into the world’s telecommunication system. The International Frequency Registration Board, in its turn, would examine the notification for conformity with the provisions of the ITU Convention and Radio Regulations, and for the possibility that it could cause harmful interference with other satellite systems. The subject became a major issue at the 1979 ITU World Administrative Radio Conference, a general conference unlike the single-issue 1977 space conference or the regional, single-issue 1983 space conference.
