ABSTRACT

This chapter analyzes the security balance in Northeast Asia, the dynamics that could change that balance, future trends within the Republic of Korea (ROK)-U.S. alliance, the potential for positive contributions from other regional powers, and possible avenues to an enduring peace on the Korean Peninsula. It deals with specific recommendations for future policy on the part of both the US and ROK governments. Any evaluation of the Northeast Asian security environment must start with an analysis of the warfighting capabilities in place and in prospect. And the equation must be measured at two levels-the US-Soviet balance and the ROK-Democratic People’s Republic of Korea balance. The chapter argues that no change should be undertaken in the delicate balance of military power in Northeast Asia unless and until it has been carefully weighed by the United States and its allies in the region and is judged by all to be tenable.
