ABSTRACT

The Greens view representative democracy in contradistinction to participatory democracy. The differing views of parliamentary democracy within the Green Party may be contrasted by comparing the views of Gertrud Schilling, who later became a member of the Hessen legislature and those of Petra Kelly. The Greens appear unable to comprehend that a democracy can be created by trust in the personal integrity of the elected representatives and in the work they perform. Wolf-Dieter Hasenclever, former leader of the Greens in the Baden-Württemberg legislature and a pronounced opponent of rotation, abandoned his plans to stand for reelection in 1984 because he was unwilling to accept rotation and the imposed mandate. The contempt for democratic ways displayed by a portion of the Green caucus became apparent during the debate on the North Atlantic Treaty Organization rearmament issue when an attempt was made to coordinate extraparliamentary protests with the debate in the Bundestag.
