ABSTRACT

This chapter explains the procedures used to prepare the development plans as well as the process for implementing them. Within the government sector, several other institutions are directly or indirectly concerned with planning and budgeting. Decisions regarding development planning and budgeting and implementation thereof are taken by the Economic Council, whose chairman is the prime minister. The Ministry of Interior's concern with planning is conveyed through its affiliated organization, the State Organization for Administration and Employment. The functional organization of the Plan and Budget Organization (PBO) is more or less based on the initial design of the planning process as formulated in 1949. The Planning Division was intended to be the heart of the PBO, to serve as the country's planning body. The Budgeting Division was in charge of allocating the government consumption expenditures to different public organizations. The main factor responsible for the Informatics Division's failure was the lack of understanding about the division's main function.
